individual who, throughout his/her career, has continuously lived up to
the spirit and values of Hector Jordan, who became known as one of the
nation's most respected law enforcement officers. This award
recognizes the lifetime efforts which emulate bravery, sacrifice and
perseverance, all of which have resulted in the advancement of Hispanics
